雷厲風行 refers to a strict and impartial enforcement of laws or policy. Swift execution is 迅雷不及掩耳 (so fast like a thunder that [the opponents] didn't even have time to cover their ears), or 動如雷霆 ("move like a thunder bolt," which is the Chinese translation of a Japanese military slogan).

雷氣 is a gangster slang (of which you were aware) for camaraderie. 發電 is "generate electricity." "Loyalty releases electricity" is not a natural expression in Chinese. I may have better suggestion if you can clarify the context of loyalty.

"Dare to go over thunder" perhaps can be translated along the line of "勇往直前,無懼雷霆" (bravely charge foward, unafraid of thunder bolts) or, more colloquially, "雷劈擋不住" (can't even be blocked by a lightning strike).

"A true lightning bolt is invincible" perhaps can be translated along the line of "雷霆萬鈞,勢不可擋" (400,000 pounds of thunder power can't be stopped). The 眞迅雷 construct sounds too much like Japanese.
