Hey Tang or whoever else, do you think that 時不時 could easily get mixed up with 是不是 because I'm pretty sure 是不是 is not unheard of in Cantonese speech (of course 係唔係 or 係咪 is much more Cantonese and common), though could be less common or maybe it was 時不時 that I heard people say and I thought it was 是不是. Other than their usage and situation of use, I think that it might be hard to tell them apart when spoken, unless it is in a video with subtitles, or someone is presenting and there's a powerpoint with all the words being spoken (not sure if anyone does that), etc.
Cantonese do not use 是不是 in place of 係唔係 in normal conversation. It is strictly SWC.
For me, even in SWC, 是否 is the more preferable choice than 是不是
( I think 是否 is more elegant and classical)
